John Seddon argues that our current method of regulation imposes severe constraints on public sector productivity. He will illustrate the problem with practical examples. John is not arguing for less regulation, but for a profound change to our method of regulation. Drawing on his catalogue of dramatic improvements in public services he will demonstrate the scope for productivity improvement that will be released by rethinking regulation.

 

John Seddon has received numerous academic awards for his contribution to management science. He won the first Harvard Business Review/ McKinsey Management Innovation Prize for ‘Reinventing Leadership’ in 2010.

全台豬肉337件未檢出乙型受體素 食品供應鏈尚無風險

針對台中市府1台糖豬肉樣品檢出極低劑量西布特羅，#衛褔部啟動後市場查驗，包括新北、台北、桃園、台中、台南、高雄、宜蘭等縣市，加上農業部稽查結果，至今檢驗337件，#均未檢出乙型受體素。

由於中華民國行政院跨部會已針對相關肉品的供應鏈從上至下游擴大查驗，均未檢出，研判台中檢體為單一個案，不排除檢體有可能遭受污染。

至於此個案發生原因，衛褔部將與農業部攜手合作，會同專家及相關單位共同釐清，守護國人食品安全。

五年前，兩架波音(Boeing) 737 MAX飛機墜毀，機上人員全部遇難，此後美國航空安全監管機構加大了對這家飛機製造商的監管力度。   因對波音態度過於柔和而受到抨擊的美國航空管理局(Federal Aviation Administration, 簡稱FAA)已指派更多工作人員來監督該公司的生產。FAA的檢查員、而非波音自己的員工，現在將對每架737 MAX進行最後的安全檢查。波音將重新啟動已經停止的質檢。兩名FAA檢查員將密切關注麻煩纏身的波音應急艙門等設備供應商Spirit AeroSystems的動向。   當問題頻發的737 MAX最終在2020年獲准複飛時，FAA時任局長迪克森(Steve Dickson)稱其為「航空史上受到最嚴格審查的運輸飛機」，他告訴記者稱：「我完全相信這款飛機是安全的，我願意讓我的家人乘坐。」   今年1月5日，美國阿拉斯加航空(Alaska Airlines)一架737 MAX客機的應急艙門在半空中脫落，此後上面那些安慰的話看起來就沒那麼令人安心了，此外，有消息稱該飛機可能提前幾週就從工廠產線下線了，缺少固定艙門所需的螺栓。「這是不可能的，」現為顧問的迪克森在上週六談及這起高空脫落事件時說。他說，他仍然相信737 MAX是安全的，「但前提是它們必須組裝得當」。   波音週日表示，由於新發現了鑽孔錯誤，該公司將不得不對50架尚未交付的737 MAX飛機進行返工。   現在，質疑FAA及其對波音基本放手式監管體系效果的老問題再次浮現。相對於波音的生產業務規模，FAA監管波音的人員少得可憐，一位了解監管工作的前政府官員將這一過程比喻為從鎖孔裡看東西。
