Russell L. Ackoff

Russell L. Ackoff is Anheuser-Busch Professor Emeritus of Management Science, The Wharton School, University of Pennsylvania. He was a member and former Chairman of The Wharton School’s Social Systems Sciences Department, as well as the Busch Center, which specializes in systems planning, research, and design.

Dr. Ackoff is author and co-author of 22 books, including Redesigning the Future, The Art of Problem Solving, Creating the Corporate Future, Revitalizing Western Economies, Management in Small Doses, Ackoff’s Fables, The Democratic Corporation, and his most recent books Re-Creating the Corporation, Ackoff’s Best, Redesigning Society, and Beating the System, the latter two with Sheldon Rovin. His work in research, consulting, and education has involved more than 350 corporations and 75 government agencies in the United States and abroad.

Dr. Ackoff played a key role at the University of Pennsylvania, both in the early history of the Operations Research Group and in establishing the Social Systems Sciences Graduate Group. Since becoming Emeritus, he has been honored by the establishment of the Russell L. Ackoff Endowment in the Wharton School and The Ackoff Center for the Advancement of Systems Approaches in the Engineering School, through which his legacy at the University of Pennsylvania continues.

W. Edwards Deming's name is synonymous with Total Quality Management. His ideas were at first enthusiastically adopted by Japanese businesses. Deming is recognized as putting Japan on the road to leadership in international business and industry and was awarded the Second Order of the Sacred Treasure by the Japanese Emperor.

It was not until the 1970s, however, that Deming started to make an impact in the West. Heads of leading businesses began to consult with him, and an NBC television documentary entitled 'If Japan Can, Why Can't We?' broadened his audience still further. Throughout the 1980s various books were written by others to document and explain his work. His own book Out of the Crisis was published in 1986 and he was awarded the National Medal of Technology in America the following year. In 1987, the British Deming Association was formed to spread awareness of the Deming philosophy.

This collection gathers together the key material to enable students and researchers to explore the impact of Deming's ideas. The set includes a new introduction and an extensive annotated bibliography, making this an invaluable research resource.

This informal article will outline some lives that Walter Shewhart and his wife, Edna, touched, and share some pictures that I believe may be of interest to the quality control community.

Walter Shewhart introduced the ideas of statistical quality control in his landmark book Economic Control of Quality of Manufactured Product, published in 1931. This book is still very readable today, in part because the concepts in quality are timeless and applicable to virtually every aspect of life.

A few years ago, my best friends, Darin and Erin, asked me to look after their pets and house while they were away for the weekend. One day, while looking for a book to read, I glanced at their bookshelf and to my surprise I was staring at the spine of a first edition copy of this book! I say "surprised" because my friends are not statisticians, and to my knowledge, have no other statistics books, and this book is something of a rarity.

I eagerly opened the book to a random page and started reading. A few items fell out of the book. One was a clipping for a course on quality control taught by Shewhart, and the other was a newspaper clipping of Shewhart's obituary

My first thought was: "Wow! Look at all he accomplished in statistics, and in life in general!" Then, I thought "OK, it is somewhat strange that my friends have this book, but stranger that they have a clipping of Shewhart's obituary." But the mystery didn't end there!

Before, in my excitement, I just turned to a random page and started to read. I then reasoned it would make more sense to start at the front and read it all the way through. On the inside of the book, I found this

Is this message from the Walter to the Edna?

When my friends got back, I asked them about these suprises. Darin reminded me that his middle name is Walter, which he thought could be in honor of Walter Shewhart, and that he believed Walter and Edna were friends of some family members a few generations back.

Darin asked his mom, Joanne, about this. Joanne wrote

Darin,

Yes, your middle name is in honor of Walter Shewhart! He and his wife, Edna (Aunt Teddy, to us), were no relation to us but were very close friends with your Nana's parents.

The Shewharts were a third set of grandparents to me (more so than your granddads' parents were). The Shewharts are the ones who footed the bill for me to go to France during the summer after my Junior year of high school, via The Experiment in International Living (which is still active). Your Uncle Dick and I spent many vacations with them (they lived only an hour away). Plus, Uncle Dick lived with them at least one summer while he worked in New York City for the summer.

When you were 10 months old, you and I went on a road trip (okay, an airplane trip) to the East Coast. I was thinking of this not too long ago. We visited my old college roommate, Bina, in Watertown, NY (home of many winter record temperature lows); Alexandria, VA, to see Bubaba and Vuk who loaned me a car for us to drive to New Jersey to visit my friends Carol, then April, then Lynn, plus your great grandmother (Nana's mom); then we flew to Florida to visit Aunt Teddy.

Aunt Teddy loved and thought so very highly of her husband. He died March 11, 1967, so I would have been in 10th grade. As I remember, before he died, she would take me shopping and let me pick out a couple of outfits. But when we got back to their house, I was to go to Wawa and tell him thank you (by that time he was not in good shape, because of age plus a bad car accident).

I also remember at breakfast one morning the subject of why the raisins in the raisin bread were so much hotter than the bread after toasting. Wawa went into a scientific like explanation about why they were still hot. It's too bad your dad and Wawa did not get to meet. They would have had some great conversations!

Aunt Teddy made the trip to Oregon in early 1978 to visit us here. (Your great grandmother was never able to do that.) One of the things we did was to take her to Timberline. I didn't realize that the altitude would be a problem till we were walking from the parking lot to the lodge and she was having a hard time breathing! But she managed and we did not do her in!

I don't remember when Aunt Teddy gave me the book (Statistical Method from the viewpoint of quality control), which is the first copy of the book. In it Walter wrote, "To Teddy, Without whose inspiration throughout the years, this book would not have been possible. Walter 12/15/39". He noted in the book that he received this first copy on 12/14/39. [Note this is a different book than the one above. This is Shewhart's later book from 1939. I emailed Joanne for clarification, and she said she has this later book, with inscription, as well- Justin] I also have the original W.A.S. medal, plus 2 others. I also have a hard bound, "Tributes to Walter A. Shewhart". Justin is very welcome to look at these when he is here next time.

Justin can let us know what type of photos he wants or he can take them himself when he next visits.

Wow! It really is a small world- but one full of quality, thanks to people like Walter and Edna and the lives they touch.

I plan to update this page with pictures of the later book and the medals in the future.

Newspaper Company Stock Prices Show Signs They May Have Bottomed Out

'USA Today' announced plans to focus more on its digital platforms, and indicated it will lay off some 130 employees.

About 130 employees of USA Today, the second-largest newspaper in the U.S., will lose their jobs this fall, its parent company said today:

"USA TODAY has announced a major organizational restructuring with the creation of new departments as well as key appointments in the departments of circulation, finance and news," Gannett said in a statement.

The press releases, which heralds the creation of several new executive positions, does not explicitly mention the layoffs. In an interview with The Associated Press, Dave Hunke, the newspaper's publisher, said that the shake-up is "pretty radical."

Executives presented the plan to employees yesterday. NPR's David Folkenflik said it began with a quotation from William Edwards Deming, the management guru:

It is not necessary to change. Survival is not mandatory.

USA Today will focus more attention and resources on digital products, including its iPhone and iPad applications, and a new "content group" will collaborate with Rudd Davis, its vice president of business development.

"Davis, the founder of sports website BNQT.com, is being brought in to oversee new business opportunities and brand licensing among other things," the AP reports. "BNQT, which focuses on sports such as skateboarding and skiing that appeal to younger audiences, was bought by Gannett in 2007."

Like many newspapers, USA Today has been losing revenue. In the last three years, it has lost almost 500,000 subscribers.

Ford Uses Wi-Fi to Customize Cars
Ford is using Wi-Fi at one assembly plant to add software to its new Edge and Lincoln MKX crossovers, but it may be just the start of the customization possibilities at car factories and dealerships.

OAKVILLE, Ontario—The auto industry is getting fired up about wireless technology in cars and trucks but it's not just for connecting passengers' laptops or streaming Internet radio stations.

Here at an assembly plant outside Toronto,Ford Motor Co. is using Wi-Fi transmitters to load customized phone and entertainment features into its Edge and Lincoln MKX crossovers as the vehicles chug down the production line.

The Dearborn, Mich., company is beaming software wirelessly to the vehicles to set up their information and entertainment systems for various markets: One Edge bound for the U.S. gets Ford's 911 emergency assistance package while one to stay in Canada gets the option to speak in French and offers traffic information about Canadian roads.

Ford's coming Explorer sport-utility vehicle and Focus compact car will have similar technology when they launch later this year.

Matthew Dolan has details on how Ford is using Wi-Fi technology in its vehicle assembly process to make customizing cars easier and cheaper.

But transmitting software for radio and phone systems may be just the start of the customization possibilities at car factories and dealerships. Cars could be programmed wirelessly for individualized options ranging from power-seat preferences to how quickly the transmission shifts gears—all without the auto maker having to spend money on variations of the same parts.

"Auto makers always wanted customization but they didn't want to pay for it," said Ronald Harbour, an expert on auto manufacturing for the management consulting firm Oliver Wyman.

These tailored cars could attract a new generation of buyers who want to pre-order their cars rather than pick a prefabricated one off the dealer's lot. Much like people personalize their iPad or Android phone with "apps," car buyers could select an apps package for their new vehicle.

These features could be loaded into cars or turned on at the dealer or even in the owner's driveway, depending on which options a customer decides to pay for, according to a former Ford executive.

Such a setup could answer an important riddle for auto makers: How to reduce the number of uniquely assembled vehicles to save money even as they offer customers vehicles that are as personalized their smartphones.

Beginning at the Oakville plant, Ford expects to save millions of dollars by using a common though programmable electronic part to make available more than 90 options.

The production-line Wi-Fi innovation aids the company's plans to expand its voice-activated system, originally known as SYNC and now incorporated into an expanded MyFord Touch interface, around the world.

The system is based on a Wi-Fi device that Ford built into the vehicles for another purpose: to provide Wi-Fi "hotspots" in the cars so passengers using laptops or other devices can tap into the Internet while on the road. To use their vehicles to provide mobile Web connections, owners with Wi-Fi equipped cars need to buy a USB broadband card.

"To be honest, we did not have this in mind" when Ford designed Wi-Fi for its vehicles, said Sukhwinder Wadhwa, global platform manager for SYNC. The assembly-line application came after Ford discovered that the expense of creating dozens of different entertainment and information modules was cost-prohibitive.

The installation process in the Oakville plant is hands-free, reducing labor costs without slowing assembly-line speed, company officials said. So far, the error rate in loading the software is less than 1%, said Mr. Wadhwa.

Several other car makers plan to offer Wi-Fi hotspots in their vehicles, including General Motors Co., Chrysler Group LLC and Volkswagen AG. But so far, none are using the technology to customize their products in the plant as Ford now does.

"The industry is moving toward using Internet access to integrate all of the technology in the car and keep it fresh," said Christine Williams, of Autonet Mobile, which supplies GM, Chrysler, VW and Subaru, the Japanese brand made by Fuji Heavy Industries Ltd.

Some auto makers remain cautious, citing tepid consumer demand and a worry over safety issues. "As entertainment technology expands it becomes increasingly important to manage distractions that can occur when operating vehicle entertainment systems," Toyota Motor Corp. spokeswoman Mona Richard said in an email. Toyota and its luxury Lexus brand don't offer factory-installed Wi-Fi.

Such systems do pose challenges: Vehicles with Wi-Fi risk opening up a car's electronics to hackers and the like. "Once you open up a car to be provisioned, everyone is going to try to break in," said David McNamara, an automotive consultant and former Ford researcher. "That's why infotainment's first. The risk of a virus there is not something that could affect the entire vehicle."

And unlike a ding in the sheet metal, customization of electronics might be susceptible to errors unseen until, say, a buyer in the U.S. ends up with a car that suddenly starts displaying maps in Mandarin. Ford officials said they have quality checks inside the plant that would reveal any such defect.

Germany's rail operator Deutsche Bahn has paid 2.7 million euros in compensation to passengers affected by air conditioning failures on high-speed trains during a heat-wave in July.

German rail operator Deutsche Bahn has so far paid out 2.7 million euros ($3.5 million) to passengers affected by air conditioning failures on its high-speed trains.

A heat-wave in July exceeded the capabilities of the air-conditioning units on Inter-City Express (ICE) trains. Temperatures inside the trains were above 32 degrees Celsius (89 degrees Fahrenheit), causing some passengers to be hospitalized to due dehydration and the extreme heat.

A spokesperson for Deutsche Bahn said 23,000 passengers have so far received compensation, with more applications waiting to be processed.

The pay-outs vary according to a passenger's degree of suffering on board the overheated trains, with some receiving free travel vouchers or 500 euros in cash.

The Pro-Bahn passenger lobby group welcomed the payments. The organization's head, Karl-Peter Naumann, told the daily Hamburger Abendblatt that the rail operator was acting in a sensible way and that he was not aware of complaints about delayed payments.
